Here is a budget-friendly rack with swivel arms that you can attach to your cabinet doors.  The swivel arms will lay flat against the door when not in use.  When it's time to dry pasta, just pull out the arms as needed.  Each arm is roughly 12 inches long.  This is available from eBay.  Shipping takes a while, so if you want it right away, you can also get it through Amazon.
